Helpful Vocabulary
Consumer
A recipient of care who has a voice in directing their services through participation in developing their own Independent Living Plan.
Personal Care Attendant (PCA)
Provides in-home care, assisting the consumer in maintaining independence while following their Independent Living Plan.
Independent Living Coordinator (ILC)
Provides direct oversight of consumer care and serves as the bridge between the consumer, Service Coordinator, MCO, and attendants.
Service Coordinator
The MCO’s staff member who manages your care plan and authorizes the services you receive.
Managed Care Organization (MCO)
The insurance-type organization that manages and coordinates your CHC waiver benefits.
Activities of Daily Living (ADLs)
Essential daily tasks like bathing, dressing, mobility, and meal preparation that support health and independence.
Independent Living Plan (ILP)
The framework document a consumer develops with their ILC that guides all services being provided.
Community HealthChoices (CHC)
A Medicaid waiver providing long-term services and supports at no out-of-pocket cost for eligible consumers.
Care Manager
Conducts a full assessment and builds a personalized care plan for OPTIONS program participants.
Office of Developmental Programs (ODP)
The PA DHS office that administers waiver services, including eligibility for the LINKS program.
